1.SPORTING REGULATIONS GENERAL

1.1 TITLE & JURISDICTION:The 'locost' championship is organised and administered by the 750 motor club Ltd in accordance with the general prescriptions of the MSA and these championship regulations.

1.3 COMPETITOR ELIGIBILITY: Drivers must be fully paid up valid membership card holding members of the 750 motor club Ltd, be registered for the championship and hold a valid MSA National B (or higher grade) race licence or be in possession of a valid licence and medical issued by the ASN of a member country of the european union (E.2.21.4)

1.3.1: All necessary documentation must be presented for checking at all rounds when signing-on

1.3.2: This formula is devised for the benefit of the amateur driver, constructor and tuner. Whilst it is reconised that the perchase of a professionally constructed chassis and/or suspension compension components as the basis of a home built car is acceptable, the professional assembly of the chassis and suspension components into a rolling chassis is prohibited. The purchase of professionally built cars secondhand for use in the Championship is permitted provided that they are at least two years old. Whilst it is accepted that some professional assistance may be necessary to repair or rebuild a car, the use of professional rebuilding maintenance or preparation services on regular basis is prohibited. Contravention of the above ruling/s will result in exclusion from the event and refusal of further race entries.

1.4 REGISTRATION:

1.4.1: All drivers must register for the Championship by returning the Registration Form with the Registration Fee (25 pounds payable to the 750 motor club) to the Co-Ordinator prior to the Final Closing date for the first race being entered.

1.4.2: Registrations will be accepted from 1st January 2001 until the closing date for the last round of the championship.

1.4.3: Registration numbers will be the permanent Competition number for the championship.

1.6 SCORING:

1.6.1 POINTS: will be awarded to Registered Competitors listed in the final results as follows:

25, 22, 20, 18, 16, 14, 12, 11, 10, 9, 8, 7, 6, 5, 4, 3.
All other finishers 2.
All starters who fail to finish 1.

1.6.2: The totals from all qualifying rounds (excluding any races which are abandoned) less 2 will determine the final championship points positions.

1.6.3: Ties shall be resolved by, when more than one competitor have equal totals adding their next highest or subsequent highest scores until a conclusive result is found. If that fails to find a winner, the highest number of the best results shall be taken into account.

1.7 AWARDS: 1st, 2nd, 3rd per round. End of season awards 1st, 2nd, 3rd, 4th, 5th, 6th overall. Highest placed novice driver. Best prepared car.

1.7.1: Title to all Trophies: In the event of any Provisional Results being revised after any provisional presentations and such revisions affecting the distribution of any awards the Competitors concerned must return such awards to the 750 Motor Club Competitions Secretary in good condition within 7 days.

2. SPORTING REGULATIONS - JUDICIAL PROCEDURES:

2.1 Rounds & Championship: In accordance with Section 0 of the 2001 MSA Yearbook and 4.2.2. of these regulations.

3. ENTRIES:

3.1.1: The organisers are responsible for mailing Supplementary Regulations/Entry Forms to all Registered Competitors in sufficient time for entries to be made prior to the published Closing Date for each round.

3.1.2: Competitors are responsible for sending in correct and complete entries with the correct entry fees prior to the published Closing Date for each round.

3.1.3: All correct entries are to be acknowledged, advising the Competitors of acceptance or otherwise, within 5 days of receipt by the Organising Club.

3.1.4: Incorrect or incomplete entries (including driver to be nominated entries) are to be held in abeyance until they are complete and correct and the date of receipt for acceptance of entry purposes shall be the date on which the Secretary of the Meeting receives the missing or corrected information or fee.

3.1.5: Any withdrawal of entry or driver/car changes made after acceptance of any entry must be notified to the Secretary of the Meeting in writing. If driver/vehical changes are made after the publication of Entry Lists with Final Instructions, the Competitor concerned will be accepted in accordance with B.12.1.12.

3.1.6: The maximum entry fee for each round shall be as per the Supplementary Regulations.

3.1.7: Entry fee refunds will be as per the policies of the Club organising each round - as published in their Supplementary Regulations for each round.

3.1.8: Acceptance of Entries: Up to closing day, Race meeting organisers may accept up to the maximum number of starters permitted on the Track Licence for the circuit ("the maximum"). If entries received by closing day exceed the maximum selection will be made by the Championship Co-ordinator, in order of support in previous rounds until the maximum is reached. Those in excess of the maximum and up to 20% more will be treated as 'reserves' and their entry will be accepted by the above method or, failing that, strictly in order of receipt. They will practice in the correct session but will, regardless of the time set in practice, only race if spaces become available by way of cancellation or withdrawal. (Practising out-of-session is untimed and therefore would place that driver behind all others, as would failure to complete the required minimum of 3 laps within the correct session,or disciplinary action will be taken after practice which results in the driver receiving a 10 second penalty). If the maximum has not been reached on closing day, entries received after that date will be accepted strictly in order or receipt until the maximum is reached. Any further entries in excess of the maximum and up to 20% more will be treated as 'reserves' and will practice in the correct session but will, regardless of the time set in practice, only race if spaces become available by way of cancellation or withdrawal.

If Reserves are given grid places prior to issue of the first grid sheets for any round, the times set in practice shall determine their grid positions. If reserves are given places after publication of the grid sheet and prior to cars being collected in the official'Assembly Area' they will be placed at the rear of the grid and be started without any time delay. Otherwise, they will be held in the Pitlane and be released to start the race after the last car to start the GREEN FLAG LAP or last car to take the start has passed the startline or pitlane exit, whichever is the later. Such approval to start MUST be obtained from the Clerk of the Course.

3.1.9 Qualification races: Not applicable

3.2 BRIEFINGS: Organisers must notify competitors of the times and locations for all briefings in the final instructions or official race day bulletins for the meetings. Competitors must attend all briefings.

3.3 PRACTICE: The minimum period of practice to be provided is to be specified in the MSA regulations J.4.4.1. should any practice session be disrupted , the clerk of the course shall not be obliged to resume the session or re-run sessions to achieve the championship criteria and the decision of the clerk of the course shall be final.

3.4 QUALIFICATION: Each driver must complete a minimum of 3 laps in the car to be raced and in the correct session in order to qualify for selection and order of precedenceas as set out in the MSA regulations and the clerk of the course and/or stewards of the meeting shall have the right to exclude any driver whose practice times or driving are considered to be unsatisfactory - as per MSA regulation J.4.4.3.

3.5 RACES: The standard minimum scheduled race distance shall be 10 laps whenever practicable but may be reduced at the discretion of the clerk of the course or stewards of the meeting.

3.6 STARTS: Unless modified by the organising clubs standing regulations, the following regulations shall apply.

3.6.1: All race start countdowns are to have a minimum elapsed period of 3 minutes from the time all cars are released to form up on the grid to the start of the green flag lap(s) in the formation specified on the track licence for each circut.

3.6.2: The minimum countdown procedures/audible warnings sequence shall be:- 1 minute to start of green flag lap- start engines- clear grid. 30 seconds visible and audible warning for the start of green flag lap.

3.6.3: The use of tyre heating/heat retention devices,tyre treatments and compounds are prohibited.

3.6.4: Any car removed from the grid after the 1 minute stage or driven into the pits on the green flag lap shall be held in the pit lane and may start after the last car to take the start from the grid has passed the start line or pit exit whichever is later.

3.6.5: Any drivers unable to start the green flag lap or start are required to indicate their situation per MSA regulation J.13.10.2 and any drivers unable to maintain grid positions on the green flag lap to the extent that all the other cars are ahead of them may complete the green flag lap but MUST remain at the rear of the last row of the grid but ahead of any cars to be started with a time delay.

3.6.6 Excessive weaving to warm-up tyres- using more than 50% of the track width- and falling back in order to accelerate and practice starts, is prohibited.

3.6.7 A five second board will be used  to indicate that the grid is complete. The red lights will be switched on five seconds after the board is withdrawn. In the event of any RED/GREEN starting lights failure the starter will revert to the use of the union flag.

3.7 RACE STOPS:

3.7.1 Should the need arise to stop any race or practice, RED LIGHTS will be switched on at the Start line and RED FLAGS will be waved at the Startline and  all Marshals signalling points around the circuit. This is a signal for all drivers to cease circulating at racing speeds, to slow to a safe and reasonable pace and to return to the starting grid area which will automatically become a Parc Ferme area. Cars may not enter the pits unless directed to do so. Work on cars in the pits must cease when a race is stopped.

3.7.2: If the race leader at the time of the Red Flag being displayed has not completed 2 laps the race will be null and void and will be re-started with drivers in their original grid positions. Retired competitors may be replaced by reserves who shall be started from the back of the grid. Gaps on the grid created by retirements must not be closed up prior to the start of the race. The clerk of the Course is to be responsible for determining the length (in laps) of any re-started race.

3.7.3: If a race has to be stoped after the leader has completed more than 2 laps but less than 50% of its duration it will be considered as the first part of a two-part race. Cars will be restarted from a grid set out in finishing order derived as j5.4.4 and the final result will be the order of finishing at the end of the restarted race.

3.7.4: If the leader has completed more than half of the race distance or duration it shall not be re-started and the results will be declared in accordance with MSA Regulation j.5.4.4.

3.8 RE-SCRUTINY: All vehicles reported involved in contact incidents during races or practice must be re-presented to the Scrutineers before continuing in the races or practice.

3.9 PITS AND PITLANE SAFETY:

3.9.1 Pits: Entrants must ensure that the MSA, Circuit Management and Organising Club Safty Regulations are complied with at all times.

3.9.2 Pitlane: The outer lane or lanes are to be kept unobstructed to allow safe passage of cars at all times. The onus shall be on all drivers to take all due care and drive at minimum speeds in pit lanes.

3.9.3: Refuelling may only be carried out in accordance with MSA Regulation j.14, Circuit Management regulations and the SRs or Final Instructions issued for each Circuit/Meeting.

3.10 RACE FINISHES: After taking the chequered flag drivers are required to:- Progressively and safely slow down, remain behind any competitors ahead of them, return to the pitlane entrance as instructed, comply with any directions given by the Marshals or Officials and to keep their helmets on and harnesses done up while on the circuit or in the pitlane.

3.11 RESULTS: All practice timesheets, grid sheets and Race Results are to be deemed. PROVISIONAL until all vehicles are released by Scrutineers after post-practice/race scrutineering and/or after completion of any judicial or technical procedures.

4. RACE PENALTIES:

4.1 INFRINGEMENT OF TECHNICAL REGULATIONS:

4.1.1: Arising from post-practice scrutineering or judicial action: Minimum Penalty - The provisions of MSA Regulation 0.3.3

4.1.2: Arising from post-race scrutineering or judicial action: Minimum Penalty - The provisions of MSA Regulation 03.5.1 (a) & (b). For infringements deemed to be of a more serious nature the Clerk of Course and/or Stewards of the Meeting are to invoke the provisions of MSA Regulation 03.5.1 (c).

4.1.3 Additional specific Championship penalties: See 4.2.2.

4.2 Infringment of non-technical MSA Regulations and Sporting Regulations issued for the Championship: (1) As per MSA Judicial Procedure Regulations. (2) In order to maintain standards of conduct, the Championship Co-ordinator will monitor all Officials/Observers reports of adverse behaviour at race meetings. If any individual is included on two such reports during one racing season he will receive written warning from the Champinship Co-ordinator that his driving/behaviour is to be specifically observed at future race meetings. Any adverse reports during this period of observation could result in official MSA action and will result in a Championship Stewards' enquiry, with possible refusal of further race entries.

5., TECHNICAL REGULATIONS: This formula is devised for the benefit of the amateur driver, constructor and tuner. Whilst it is reconised that the purchase of a professionally constructed unpanelled chassis and/or suspension components as the basis of a home built car is acceptable, the professional assembly of the chassis and suspension components into a rolling chassis is prohibited. The purchase of professionally built cars secondhand is permitted provided that they are at least two years old. Whilst it is accepted that some professional assistance may be necessary to repair or rebuild a car, the use of professional rebuilding maintenance or preparation services on a regular basis is prohibited. Contravention of the obove ruling/s will result in exclusion from the event and refusal of further race entries.

5.1 INTRODUCTION: The following Technical Regulations are set out in accordance with the MSA specified format and it should be clearly understood that if the following texts do not clearly specify that you can do it, you should work on the principle that you can not.

5.1.1 STANDARD: The word 'standard' used within these technical regulations as a description of components is to be interpreted as:-

'The specified component from the manufacturers parts list for the model/engine shown on the entry form. No modifications permitted beyond the repair or adjustment processes specified by the manufacturer. Checking will be by comparison to spare parts supplied by the manufactures official agent'.

5.2 GENERAL DESCRIPTION: The locost championship is for competitors participating in cars built to specifications  outlined in the book "BUILD YOU OWN SPORTS CAR " written by ron champion. Cars must be fully road legal and be capable of passing an M.O.T  road tax, insurance and an M.O.T are not required. Trade plates are not acceptable, cars will be run in one class.

5.3 SAFETY REQUIREMENTS: All cars must comply with the technical regulations listed in the MSA year book section E and J and with safety requirements listed in section Q. ROLLCAGE: 1.5.1 with compulsory diagonal with reference to 1.5.4 a&b (it is strongly recommended that a roll cage as per drawings Q5 or Q6 is fitted, as from 1/1/02 this will be mandatory). SEAT BELT: 2.1.2 FIRE EXTINGUISHER: 3.1.1 RED WARNING LIGHTS: : 5. FUEL TANK FILLERS, VENTS AND CAPS:6 EXTERNAL CIRCUT BREAKER: 8 OVERALLS & HELMET, PROPSHAFT RESTRAINT, HEAD RESTRAINT AND GENERAL SAFETY RECOMMENDATIONS: 9 to 14.

5.4 GENERAL TECHNICAL REQUIREMENTS AND EXCEPTIONS:

5.5 CHASSIS: Chassis must remain identical to original in terms of material construction and dimensions. Towing eyes as detailed in J.20.1.3 must be fitted front and rear no higherb than 18" from ground level. Under-skinning of the chassis is prohibited with the exception of the cockpit area as per the plans and the area immediately beneath the fuel tank.

5.5.1 MATERIALS: Minimum thickness of chassis tubing =16swg steel floor=18swg aluminimum panelling =18swg it is permitted to pannel the transmission tunnel in 16/18swg aluminimum as an alternative to steel.

5.6 BODYWORK:

5.6.1 MODIFICATIONS PERMITTED:

1. General: Body work must remain unchanged in silhouette and plan views subject to 5.6.1.4

2. Interior: Only a fire extinguisher, battery and any rollbar bracing may impinge upon passenger space. It is permissable to remove interior trim and passenger seat.

3. Exterior: Soft tops/hoods do not have to comply with silhouette ruling (4). The engine and transmission must be fitted with a windscreen or aeroscreen in a normal upright position. The passenger space may be covered by a removable tonneau of soft flexible material.

4. Silhouette: Must remain unaltered with the exception of height of scuttle.

5. Ground Clearance: Minimum ground clearance with the driver normally seated is 3" (75mm) excluding exhaust system and sump. Minimum ground clearance under thesump is 50mm. It is permitted to add shims to or modify the engine mountings in order to comply with these minimum heights.

5.6.2 Modifications Prohibited:

1. General: Kevlar, Carbonfibre and titanium materials are not permitted.

2. Interior: It is not permitted to mount the fuel tank/s within the passenger space.

3. Exterior: Aerofoils, spoilers and side pods are not permitted. No adjustible aerodynamic devices are permitted. Wheel arch extensions are not permitted.

4. Silhouette:

5. Ground Clearance: Side skirts or bridging devices are not permitted.

5.7 ENGINE: Only a Fomoco (Ford Motor Company) cast iron 1300 X flow cylinder block may be used. AX type blocks are not allowed. Maximum rebore is standard + 0.090" using standard pattern 1300 X flow pistons. Pistons not to protrude above block face. A Fomoco 1300 X flow crankshaft and conrods must be used. Rod end bolts are free. Balancing of crankshaft rods and pistons only by removal of material from those areas specified for the purpose by Ford. A maximum of three rods and pistons may be adjusted. A Fomoco 1300 X flow cylinder head casting must be used. It is permitted to fit valve seat inserts to allow the use of unleaded fuel. The profile of these must be identical to the standard' non insert' head; maximum inside diameter on the port side of the inserts to be 33.5mm inlet and 28.09mm exhaust. Maximum valve sizes are inlet 1.5", Exhaust 1.24". Replacement valve guides may be fitted but only cast iron guides may be used. Other than these modifications no material may be added to or removed from the cylinder head. Fomoco 1300GT camshaft or Kent Cams equivalent (p103/4) may be used. The use of offset dowels is permitted. Vernier timing gears are prohibited. Sump design is free and oil pick-up pipe may be modified. Dry sump lubrication is prohibbited. A modified oil pump may be used but it must be mounted and operated as per the standard Ford fitment. a Fomoco 1100 or 1300 Xflow flywheel and ringgear must be utilised; material may not be removed other than from those areas specified by Ford for the porpose of balancing. The minimum weight of flywheel and clutch assembly including flywheel and crankshaft mountings bolts shall be 10.5kg. Clutch must be as per the standered type. A heavy duty cluch cover may be used but must have the same configuration as the standered item. Thermostat may be removed or, if used, must be of standard type. The only modifications permitted are those listed above. It is the competitors responsibility to ensure that no prohibited modifications have been carried out, if they are using an engine not assembled by them.

5.7.1 Modifications Permitted: As above.

5.7.2 Modifications Prohibited: Any other than those listed in 5.7.

5.7.3 Location: Front engined as detailed in original drawings. Relocation of the engine within the recognised engine bay is permitted provided no modifications are required to the original chassis or bulkhead.

5.7.4 Oil/Water cooling: Any system may be used for oil cooling provided radiators are within the periphery of the vehicle. Water must be cooled using a radiator from a series production car positioned at the front of the chassis as detailed in the original drawings. Radiators constructed solely of aluminium are prohibited. It is permitted to change the number of cores/rows in the radiator.

5.7.5 Induction Systems: The inlet manifold must be as fitted as standard equipment by Ford Motor Company to any 1300 Kent engine. It must remain standard in every way shape and form. Any single choke downdraught carburettor with maximum 26mm venturi, or any twin choke downdraught carburettor with maximum 23mm choke and one maximum 24mm choke venturi may be used; the size of the carburettor jets are free. Simutaneously opening twin chokes are not permitted. Choke flaps and mechanisms may be removed. Carburettors may not be modified by the removal or addition of material. The carburettor must be fixed to the manifold using only the original fixings in their original positions. Air filters are free.

5.7.6 Exhaust systems: Design and type of exhaust system including manifold and silencer is free, but must comply with MSA noise restrictions as per MSA yearbook 12.16.6 and 12.17 section A or as specified for any individual venue in the final instructions.

5.7.7 Ignition systems: The standered contact breaker type ignition system as originally fitted by Ford Motor Company, or a single pick up housed within the standered distributor and amplifier system, must be used. Ignition mapping is prohibited. Spark plugs and leads are free. The distributor must be the sole means of initiating the LT current to the coil and distributing the HT current and no additional electronic system or systems are permitted.

5.7.8 Fuel delivery systems: No restrictions.

5.8 SUSPENSIONS:

5.8.1 Permitted modifications: The original type of suspension system, both front and rear, including springing medium and pick up points must be retained. The horizontal positioning of either the top or bottom front suspension pickup points on the chassis may be adjusted to provide the correct castor, if required. No additional springing medium is permitted. Only steel bodied dampers may be used; if adjustable, only those with a single adjustmentare permitted. One "Rose-joint" may be used at only one end of the Panhard Rod. 'Plastic' suspension bushes may be used. Anti-roll bars may be fitted front and/or rear.

5.8.2 Prohibited modifications: No controls which could allow adjustments of anti-roll bars by the driver whilst normally seated are permitted. The use of spherical rod ends and rose joints is prohibited other than for anti-roll bar links. Modifications to suspension pickup points other than those permitted in 5.8.1. are prohibited.

5.8.3 Wheelbase/track: Wheelbase must be to the original dimensions.

5.9 TRANSMISSIONS: The gear box must be of the 4 - speed integral bellhousing type as used in the 1300cc rear wheel drive escort, or any standard production gearbox as used in the cortina Mk3, 4 or 5 range, or the 4 or 5 speed Ford Sierra Type 9 gearbox. Material may not be removed from the bellhousing, with the exception of the casting lump at the bottom front edge of the bellhousing. The differential must be from either the Ford Cortina, Escort or Capri range of cars. The bellhousing and differential housing must be cast iron.

5.9.2 Prohibited modifications: Four wheel drive is not permitted. Rose joints or spherical rod ends are not permitted in any transmission locating linkages with the exception of that detailed in 5.8.1.

5.9.3 Transmissions & Drive ratios: The gearbox and final drive ratios are free, but must be genuine Fomoco; specialist competition transmissions including straight cut gears are not permitted and synchromesh must be retained. Maximum number of ratios 5, plus mandatory reverse. Autoselect gearboxs are not permitted Limited slip, locked, torque-biasing differentials or similar are not permitted (Refer also to 5.9 above).

5.10 ELECTRICS

5.10 Exterior lighting: All exterior lighting including headlight, side, tail and indicators must be fitted and functioning to MOT requirements.

5.10.2 Rear Fog Light: To MSA regulations Q.5

5.10.3 Batteries: A battery and starter motor capable of repetitive starts must be fitted and operable by the driver whilst normally seated.

5.10.4 Generators: A fully operable alternator/generator must be fitted. A charge indicator light functioning in the same mode as original must be fitted and be functional.

5.11 BRAKES: (a) Rear brakes must be Fomoco drum brakes from a 'Kent' engined Cortina, Capri or Escort disc brakes are prohibited. Brake lining material is free. (b) Front brakes must be standered cast iron calipers and solid (not ventilated) discs from a 'Kent' engined Cortina, Capri or Escort. Discsmay not be crossed - drilled or grooved. Pad material free, but carbon-fibre is prohibited. Brake hoses are free.

5.11.1 Permitted Modifications: Pedal box and master cylinder/s are free. Adjustable bias valve may be fitted, provided it is located outside the cockpit. Brake bias may not be adjustable by the driver whilst normally seated.

5.11.2 Prohibited Modifications: ABS systems are prohibited.

5.12 STEERING: Steering rack must be from a Ford Escort Mk2; ratio of the rack is free. No modifications are permitted. WHEELS: Steel or aluminium - alloy. Maximum width 6". Maximum diameter 13".

5.13 TYRES

5.13.1 Specifications: The only permitted tyres are Yokohama A509  and Yokohama A539 sized at 185/60 x 13 or 175/60 x 13. No alteration to the tyre from the manufacturer's specification is permitted. Re-cutting, re-grooving or in any other way modifying the tread pattern is not permitted. All the manufacturer's data must be clearly visible. Buffing of side walls to remove data is prohibited. Tyres must be to MOT requirements in every respect.

5.13.2 Nominated Manufacturers: Yokohama.

5.14 VEHICLE WEIGHT LIMIT: Minimum weight including driver is 600 kilos...

5.15 FUEL TANK/FUEL

5.15.1 Types: Fuel tanks are free but safety tanks are recommended. A non-return valve must be incorporated in the vent system.

5.15.2 Locations: As detailed in original drawings.

5.15.3 Fuel: Only pump fuel as defined in section P of the current MSA  blue book may be used. The use of power boosting additives is prohibited.

AT THE END OF PRACTICE AND RACE AT LEAST 3 LITRES OF FUEL FROM THE TANK IN THE COMPETING CAR MUST BE AVAILABLE TO THE SCRUITINEERS FOR ANALYSIS. COMPLIANCE WITH MINIMUM WEIGHT FOR THE CAR WILL BE TAKEN BEFORE THE FUEL IS REMOVED.

5.16 SILENCING:

5.17 NUMBERS and champioship DECALS

5.17.1 Positions: Race numbers must be displayed on each side of the vehicle alonside the cockpit/driver and as far forward on the front of the vehicle as possible. 750 Motor Club decals must be affixed prominently near all number back grounds. Championship sponsors decals where applicable must be affixed in or near the positions detailed on the diagram supplied with those decals. A maximum of 5 decals in addition to championship sponsors and 750 mc decals of up to 355 sq cms may be carried on each side of the car and only on vertical surfaces no decals may be affixed to the windscreen. These decals may not be related to form a larger name or image. Failure to comply will render the vehicle and driver ineligible to race.

5.17.2 Suppliers: Club and sponsors stickers may be collected  at the first race meeting in which the vehicle is entered.
